The Single Target damage averages Level+8. The Two or More Targets damage averages 75% of the single target damage (rounded down). While Brute damage averages 125% of single target damage (rounded up).

NB. Personally I think the best idea is to try and keep the dice average roughly on a par with the bonus.

As regards Minions, I'll double check DMG 2 Tables with MM3 Stat Blocks and get back to you.

I would suggest that as default you use the 125% Damage Column (Limited Expression) for Recharge 4 5 , the 150% Column for Recharge Bloodied/Encounter/Death and the 175% Column for Brute Recharge Bloodied/Encounter/Death.
